In the modern world, youth is seen as a strategic resource of each country and a force that plays a growing role in global processes. This attitude towards young people and their role in the further progress of the state and society was clearly expressed in the speech of President Serdar Berdimuhamedov at the VII Congress of the Magtymguly Youth Organization of Turkmenistan. As the head of state noted, in order to strengthen the legal basis of the youth policy pursued in the country, expand the opportunities created for the younger generation, contributing to a more complete realization of the multifaceted potential of youth, a draft of a new version of the Law of Turkmenistan «On State Youth Policy» was developed.
Changes and additions to the Law were discussed on a broad democratic basis with the participation of both legislators and public organizations and various categories of young people themselves. On behalf of President Serdar Berdimuhamedov, representatives of the Milli Gengesh, political parties and public organizations visited the country's velayats on working trips, during which they studied the proposals of teachers, students, young professionals in various sectors of the economy. In collecting proposals reflecting the role of youth in the life of the state and society, meeting the interests and expectations of young people, an active role was assigned to the Central Council of the Magtymguly Youth Organization of Turkmenistan.
The signing of the updated Law by the head of state at its congress was also deeply symbolic. As President Serdar Berdimuhamedov emphasized at the youth forum, the main goal of the updated Law of Turkmenistan “On State Youth Policy” is to ensure the active participation of young people in the economic, political and cultural life of our independent Motherland, the creation of favorable legal conditions for educating the younger generation in the spirit of patriotism, humanism and diligence.
A great contribution to the preparation of a new version of the Law of Turkmenistan «On State Youth Policy» was made by the Chairman of the Halk Maslakhaty Gurbanguly Berdimuhamedov, who, at meetings with faculty and university students, at a meeting organized on June 14 with the participation of young people, dedicated to priority issues of state youth policy and improvement relevant national legislation, put forward a number of specific proposals. Among them: the addition to the Law of a paragraph concerning the expansion of the scope of educational work in accordance with national principles, aimed at instilling in young people a great love for an independent Motherland; an addition on providing support to young people in the implementation of environmental projects and the restoration of historical monuments, stimulating their interest in historical and cultural heritage and environmental protection; a proposal to develop a mechanism for the development of entrepreneurship among young people (if 75 percent of the employees of an enterprise established by entrepreneurs are young people, call it a youth enterprise and provide benefits for state support for such enterprises); addition on the procedure for preferential payment of income tax by young professionals who have just been hired after graduation from an educational institution; study of the issue of temporary deferment of military service with the condition of providing young children who graduated from high school with a one-time opportunity to participate in entrance examinations to higher and secondary vocational schools in order to achieve continuity in the education of young people and their direction in a professional direction.
These and other proposals made by the participants in the discussions on improving the Law of Turkmenistan “On State Youth Policy” and reflected in its new edition are aimed at multilateral state support for young people, creating broad opportunities for their active participation in state, public, socio-economic and cultural life of country, in its scientific and technological progress and integration into the global digital space, increasing the international prestige and competitiveness of the country in the world.
